These are based upon the objectives of the strike, according to the Pentagon press release, as well as subsequent statements by President Barack <a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2016\/05\/23\/statement-president-death-taliban-leader-mansur\" target=\"_blank\">Obama<\/a> and Secretary of State John Kerry.<\/p>\n<p>Hypothesis one: Mansur\u2019s death will reduce Taliban attacks and fatalities against Afghanistan national security forces, U.S. and coalition troops, and Afghan civilians.<\/p>\n<p>Hypothesis two: Mansur\u2019s replacement will be more likely to participate in the long-stalled peace and reconciliation negotiations with the Afghan government.<\/p>\n<p>There has been a tremendous amount of social science research on these challenging policy puzzles.<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>The Council on Foreign Relations: Mansur\u2019s potential death provides a real-world, real-time ability to test two hypotheses about the policy of killing terrorist leaders.
