Bob Corker, R-Tenn., and Tim Kaine, D-Va., released a\u00a0<a href=\"https:\/\/www.foreign.senate.gov\/imo\/media\/doc\/DAV18476.pdf\">draft<\/a>\u00a0of a new \u201cauthorization for use of military force,\u201d or AUMF.<br \/>\n\u2026<br \/>\nThis would essentially give the executive branch post hoc approval for the ways presidents have used the 2001 AUMF to date. But what\u2019s worse, the bill gives the president functionally unlimited power to add additional \u201cassociated forces\u201d at will.<\/p>\n<p>These associated forces can be anyone that \u201cthe President determines,\u201d as long as the president claims they are \u201ca co-belligerent\u201d with our previously named enemies, or were once a part of them. They also can be located in any country that the president names \u2014 meaning that\u00a0once the president adds them to the list,\u00a0any amount of force can be used there, from drones to all-out war.<br \/>\n\u2026<br \/>\nThis is so bizarre that Anders believes, \u201cThis can\u2019t possibly be constitutional. A Congress in 2018 can\u2019t turn the power the Constitution gave to Congress over to the president in perpetuity.\u201d<\/p><\/blockquote>\n<p>When I try to access the copy of the bill both The Intercept_ and CounterPunch link to, I get:<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1198\" src=\"https:\/\/mwehle.eu\/wp\/wp-content\/uploads\/2018\/04\/senate-web-site-error.jpg\" alt=\"\" width=\"981\" height=\"546\" srcset=\"https:\/\/mwehle.eu\/wp\/wp-content\/uploads\/2018\/04\/senate-web-site-error.jpg 981w, https:\/\/mwehle.eu\/wp\/wp-content\/uploads\/2018\/04\/senate-web-site-error-300x167.jpg 300w, https:\/\/mwehle.eu\/wp\/wp-content\/uploads\/2018\/04\/senate-web-site-error-768x427.jpg 768w\" sizes=\"auto, (max-width: 981px) 100vw, 981px\" \/><\/p>\n<p>I can, however, <em>not<\/em> proceed to www.senate.gov, but receive the same warning.\u00a0Is this a temporary error, or does the US Senate knowingly prohibit access to its web site from outside the United States?<\/p>\n<p>I am reminded that Tim Kaine, one of the bill&#8217;s sponsors, was Hillary Clinton&#8217;s vice-presidential candidate. I remember telling people I wasn&#8217;t sure whether I thought Clinton or Trump would be a more dangerous president.<\/p>\n<p>Update a couple hours later: I exchanged e-mails with a pleasant webmaster at the Senate, and can now access the site.
